Background

Since the early 1980s Niger has consistently been ranked at the bottom of the UN's Human development index. Over half the population suffers from chronic food insecurity and one in ten are extremely food insecure. Niger is also a disaster prone country, regularly hit by food crises and vulnerable to flooding, cholera and locust swarms. Access to health care and education for women & girls are very limited. In addition to the vulnerability of a significant proportion of Nigeriens, Niger also plays host to 62,000 refugees from neighboring Mali. The needs in this situation are significant and are expected to ! increase, with further displacement into Niger anticipated.
IRC plans to start a Reproductive Health intervention in Niger through the partnership with a national NGO, Akarass.

Created in 2004, Akarass's vision is to provide appropriate responses to persons affected by emergencies or socio-economic crises. Akarass supports vulnerable population through education, health, environmental and food security programs, as well as through advocacy actions related to the rights of children and women.

Scope of work

Under the supervision of the Head of Office - Niger, and based inTahoua, the Reproductive Health (RH) Specialist's overall responsibility is to train, mentor and build the capacity of the National NGO Partner, as well as to develop the RH strategy in accordance to MISP standards. S/he will work in close collaboration with the IRC's Emergency Preparedness & Response Unit (EPRU) and RH teams as well as the Partner's senior management team in Niamey and in Tahoua, receiving advisory support from the R! H Technical Advisors.

Responsibilities

Carry out an assessment of the RH technical skills of the National NGO partner;

Build the technical RH capacity of the National NGO partner: a strong focus on their capacity to provide MISP services including modern contraception and post-abortion care. Other key areas would be normal deliveries, recognizing Obs complications that require referral or BEmOC interventions, Clinical care of sexual assault survivors, Neonatal care, universal precautions, STI treatment etc.;

Train the national partner on basic drug and supplies management;

Support the national partner in identifying and responding to RH gaps;

Support RH proposal developments that may arise during the assignment;

Develop a strategy (3 pages) including recommendations for program interventions in the area of reproductive health for Malian refugees and vulnerable Nigeriens;

Help local partner in rec! ruitment of RH staff if needed;

Prepare a final report of 3-5 ! pages on the intervention by the end of the fourth month.

Requirements:
OB/Gyn or MD, MPH will be a plus;

Minimum three years of field work experience working on reproductive health programs in African settings;

Demonstrated skills in MISP training, capacity-building and implementation skills;

Experience in conducting health and reproductive health needs assessments;

Previous work experience in refugee/IDP settings, complex emergencies and/or post conflict situations, preferably in a camp setting and in Africa;

Professional experience in Niger a plus;

Able to work independently while being a strong team player;

Competence with Windows, Microsoft Office;

Ability to work and experience in unstable security environments;

Good level of spoken and written English and French.
